The Tomorrow’s Leaders Program, sponsored by the U.S. Department of State’s Middle East Partnership Initiative (MEPI), is an exceptional scholarship opportunity designed for students from socioeconomically underserved backgrounds in the Middle East and North Africa (MENA). Since its inception in 2006, the program has transformed the lives of over 1,000 students, offering both undergraduate and graduate scholarships to those who demonstrate strong academic potential, leadership qualities, and a commitment to community engagement. This initiative not only fosters individual growth but also strengthens the cultural and geographic diversity of the MENA region.
By partnering with prestigious American-style universities like the American University in Cairo (AUC), the American University of Beirut (AUB), and the Lebanese American University (LAU), the program equips its participants with the practical skills and critical thinking necessary for effective leadership. Through a comprehensive educational experience grounded in the liberal arts tradition, Tomorrow’s Leaders are empowered to tackle the pressing challenges facing their communities and the broader MENA region.
Leadership Development and Community Engagement
Beyond academic success, the Tomorrow’s Leaders Program places a strong emphasis on developing leadership qualities and civic responsibility. Participants engage in various internships, civic engagement activities, and enrichment workshops, where they apply their academic knowledge to real-world settings. These activities allow students to work alongside professionals, engage with their communities, and develop solutions to pressing issues in the region.
One of the most exciting components of the program is the opportunity for undergraduates to study abroad in the U.S. for a semester. This cultural immersion experience exposes students to diverse perspectives, enhances their global outlook, and strengthens their leadership skills. Upon graduation, participants join a dynamic alumni network of over 1,000 Tomorrow’s Leaders who continue to drive change across the MENA region, working in fields such as education, government, social services, and the private sector.

The Tomorrow’s Leaders Program offers a full range of benefits to ensure participants are well-equipped for academic and personal success. This support includes:
- Full tuition and enrollment fees: Participants receive full coverage for their tuition and related university costs, removing the financial burden of higher education.
- University housing: Scholarship recipients are provided with comfortable and safe housing during their studies.
- Monthly living stipend: A monthly allowance ensures that students can focus on their academic and leadership development without worrying about living expenses.
- Entrance visa and residency permit fees: All visa and residency costs are covered for the duration of the program.
- Health insurance: Comprehensive university health insurance is provided to safeguard the well-being of participants.
- Textbooks and laptop: Essential academic materials, including textbooks and laptops, are supplied to enhance the learning experience.
- Two round-trip tickets home per year: To maintain connections with their families, students receive round-trip airfare home twice annually.
- Study abroad semester in the U.S. (for undergraduates): Undergraduate participants have the unique opportunity to spend a semester studying in the United States, gaining invaluable international experience.
- Research assistantships (for graduates): Graduate students can participate in research assistantships, gaining practical skills and insights into their academic fields.
Eligible Nationalities
This scholarship is open to international students from Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank/Gaza,and Yemen.

Eligibility Criteria
The Tomorrow’s Leaders Program is highly competitive, targeting outstanding students from MENA countries. The eligibility criteria differ slightly for undergraduate and graduate applicants:
For Undergraduates:
- Applicants must hold citizenship or nationality from Algeria, Bahrain, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Syria, Tunisia, the West Bank/Gaza, or Yemen.
- U.S. citizens or Legal Permanent Residents are not eligible.
- High school seniors or 2024 high school graduates are eligible to apply. Applicants from Iraq, Libya, Syria, West Bank/Gaza, and Yemen who graduated in 2023 are also eligible.
- Strong academic credentials and leadership potential are required.
- Proficiency in English is mandatory, with a minimum TOEFL iBT score of 80 required for university admission.
- Applicants must demonstrate maturity, adaptability, and a commitment to travel and start their program in August 2025.
For Graduates:
- Applicants must have citizenship from the same eligible MENA countries as undergraduates.
- They must exhibit strong academic credentials and leadership potential, along with English proficiency as required by their chosen graduate program.
- Graduate applicants must commit to completing their master’s degree within two academic years.
- Financial need must be demonstrated through supporting documentation, and applicants should come from underrepresented or economically deserving backgrounds.
